The drugs and driving campaign arose in response to a report published in 2001 into recreational drug use. The report showed that some 9% of 17-39 year-old drivers reported that they had driven under the influence of drugs.
It found that many people were ignorant about the legal aspects of drug-driving and police enforcement techniques. It also found that many people who take drugs and drive do not believe that it affects thier driving ability.
Since then the campaign has addressed these two specific issues.
